To some extent, the filter does exactly what it is supposed to do: prevent waste of time surfing internet for personal pleasure (of course, these are other ways to waste time...). Inappropriate surfing creates liability for both company and employee in many different ways. In my past experience I had to fire a person for this, and it is not fun for that person, nor it is for me. Setting up VPN or other ways to defeat the system will just make IT upset. If they are smart, they will figure it out and just block it, or they can go through administrative route and act through your boss.
