Sounds like something is very wrong. Taking the 1.7 MB Toreka.jpg image I mentioned recently and saving as TIF at 3000x2000 I get 18 MB. Scale to 800x600 and save and its 2.9 MB. All in IrfanView. Suggests summat aglae in what you are doing. Even saving at JPG 100% gives 3.1 MB. BMP gives 18 MB - about same as TIF If you are starting in JPG the changing to TIF makes very little sense unless you have some special need for the TIF format per se. If you send me the original I could try converting it and see what I get.
