Right? I'm not sure. I thought that too, at first, but then I checked out the command.com that comes with WinXP. It supports long filenames, yet it runs under the 16 bit compatibility layer of WinXP, so it's supposedly not a real Win32 application. But it might not run under DOS either -- or maybe it does...
