I think its under accessabily options normally in the control panel of windows - it might need to be installed via "add remove programs/windows components" Windows 98 doesn't show it - but I don't have a joystick at work for some odd reason :D There is a "Mousekeys" option where you use the numeric key pad instead of a mouse.
