I think its under accessabily options normally in the control panel of windows - it might need to be installed via "add remove programs/windows components" 

Windows 98 doesn't show it - but I don't have a joystick at work for some odd reason :D
There is a "Mousekeys" option where you use the numeric key pad instead of a mouse. Seems like one could easily adapt a "PIC PS/2 keyboard" project to that setting.

Isn't there a way to use your joystick in place of the mouse?
I think that's essentially what's trying to be done here.
