Must suggestions of how to deal with "the problem" focus on reducing the taxpayers' obligations; generally, few of them deal with reducing the benefits derived from the obligations (or with increasing the efficiency of using it). On a side note, I would feel safer if governments were not allowed to take out loans that cross election lines (that is, they would have to return the entity with as much or less debt than they got it).
