Possibly a better way to state this is that for small qualities, the cost of the "cultural translation" between the USA (or Europe) and China is probably too high. Bigger Chinese companies that often deal with US or European customers probably have already acquired some of that "cultural translation" know-how, but smaller companies generally have fewer resources for that and less experience. And if you're only interested in a few hundred boards, your own resources for that "cultural translation" probably are not that high, either.
