Noaw, after you have described the reasons, it came back to my mind that I had similar problems with a power supply that caused a lot of trouble with one of my very first SX projects. Nevertheless, I can only confirm again what Dan (the DosManDan) mentioned: The serial SX-Keys, and all SX-Blitzes are specified for an operating voltage of 5V. When you can successfully operate them at lower supply rates, you are lucky, and have one, where all component tolerances "add to the right direction" -:) . To my experience, the SX devices can wery well be programmed when powered at lower voltages, as long as the Key/Blitz are "fed" with 5 V.
