I tried to reduce capacitance by using point to point wiring. No luck, still won't work at three volts. See attached images. 

I didn't bother trying to calculate the capacitance, but I'm guessing it's pretty small. 

A pair of #40 wires about .5 inches long each at an average distance of about 1/16th of an inch...   ...the C should be small enough :)
