Any ideas? 1488 / 1489's are dirt cheap, but you would need two chips. you could use a max232 but feed the +/- directly, so no need for the capacitors. I don't know if they would survive 18V. AFAIK there is a max232 variation that has no charge pump, check the datasheet (they are all in one datasheet). But a cheap max232 clone (hin232, icl232) is probably cheaper.
