More info. Today my first error is "VPP Generation failed" (At 5 volts or 3 volts) So, I just checked OSC1 and OSC2 to ground. 

OSC2 measures 4Meg, and OSC1 measures 1K. 

 

I lifted the OSC1 pin of the chip off the board, and my board to ground is open (according to my fluke 189)

I measured to the actual pin on the chip to ground (It's suspended in the air). It still measures 1K (Both polarities).

 

I checked a few Parallax proto boards, and they check ~5Meg to ground (Same polarity as I used on the other board).

 

So, am I up against a bad chip???  (I'm working on a good static mats, and have a well grounded soldering station...)
