No.

Properly* parsed it yields exactly what I intended :-)

up to 90% of what you'd get  <= 0.9
from 60% as much                 0.6

<= 0.9 * 0.6  ->   <= 0.54

ie I'm saying that the waste mineral oil provides all the 
energy, as it's 60% of the mix you'd get only 60% 
contributing, and the 90% says it would be worse than if 
water was mixed AND alludes to the 90% pure water elsewhere.
