That shows a misunderstanding of Microsoft terminology. They didn't say that it wouldn't take more if it could. It could, so it did. Also, it didn't say that it only needed 15 GB on a 40 GB disk if that's all there was left - it just indicates that if you DO give it 15GB of searoom then it will do what it takes to install itself.
