I would file advice like this from a test house under "they would say that, wouldn't they" You need to find out (a) which standards may apply to your product under the CE marking regime, and (b) whether your product is actually within the scope of these standards. This isn't always a straightforward process, and in many cases there isn't a definitive answer but a test house is likely to err on the side of whatever gives them more work.
