I seem to remember that there were cases in the not so distant past where the lines in the include files dealing with the protection bits were incorrect, and resetting bits that were 'don't care', but had an impact on programmers and/or debuggers. I don't know if it concerned this family of processors, I have a sneaky suspicion that they were 16F series. However it may be worth putting this problem on the Microchip forum to see what response you get.
