As far as I know TOP2003 is now discontinued and the vendor claims that it does not support Windows XP. Even TOP2004 (EBay about US$79) is also discontinued. The software support for Microchip PIC is not good from this vendor. In reality they are not so good since the software update is not fast enough. We have Xeltek universal programmer in lab to support some old chips. For new chips, we typically use the vendor development tools for lab use. if you are using PIC only, maybe PICkit 2 is a better choice.
