Russell, I've used Xitami with good success on windows before. It's a combined FTP and HTTP server, although the HTTP is enabled by default and the FTP is disabled by default. The configuration is done through the web interface, so if you don't want to use the HTTP for webpages, set it to another port so you can at least configure it without going through the files by hand. Pretty straightforward and simple, and free. As everyone else mentioned FTP is an insecure by default mode of file transfer.
