If not: you are allowed to build one yourself, if your 0-parts programmer sort-of works ik might not be a bad idea to flash a 16F648A with Wisp628 firmware while your luck lasts. If you can afford it: microchip's pickit2 is not a bad choice at all. building one yoursef is not impossible, but more difficult than a Wisp628.
