I watched a program a while back, I think on PBS, where they were talking about people in First World countries providing small loans (on the order of $25-$500) to poor people in Africa, Latin America, and other places to help them start their own business. I've searched for "micro loans" and "micro credit", but I'm coming up with results that are not exactly what I'm looking for. The key difference is, it's not like a donation that is made to an organization (like Opportunity International) which then disburses the money to whomever it chooses, but rather it's very personal -- a person in the US can browse a list of business proposals, and make a loan directly to the enterpreneur of his/her choosing. When the loan is repaid, the money can be loaned again.
