The caps are in some kind of local switchmode voltage regulator. There are four identical caps on the board and typically two of them bulge (and in some cases leak electrolyte) and develop very high leakage (100's of mA @ 5V in my case). The card stops working or displays random stripes and other junk. I've had to replace the caps in two of our machines (and many others on the web report the same problem).
