You can tell if you're hitting the half-open limit by firing off many half open connections as fast as possible (either by running bittorent with a busy file or making a quick program) and checking the system event log for warnings. Chances are, if you are running XP SP2 then you'll have the limit. There are various patches to get it back to (almost) unlimited.
