bacterial scale the PD would be about 5uV / 10um

Certainly I doubt there is a constant PD of 0.5V/m everywhere

Ewan Campbell seems to be saying that soil is a battery, and talks
a lot about improving conductivity. Gold wire is a good conductor
but it has no inherent voltage. Any homogenous salt solution, like
the water in damp soil, has no macro voltage. Any two points will
show no PD between them. Adding contaminants, like prills of
differing metals, would produce small local batteries, but electroysis
will corrode those eventually

suggests that measurements are made over a large area. Perhaps
the 1000V/m is under a storm cloud or aurora
