They do this deliberately. This has its advantages. For example, I 
install the ICD2
on a 5-meter USB cable in the back of the PC. I install my extra DIY 
programmer
into the OTHER one on the back of the PC.

I reserve the single front one for flash drive usage. As a result, NO 
drivers are ever
unloaded or need to be installed.
