I know about the Altera EP2C6T144C7 and the EP1C3T144C7 (from mind, you might want to search their site). The T144 in the product id stands for TQFP with 144 pins, search for that and you will find more. If you want a development board, you can try the Altera DE1, which is fairly easy to use and complete. It has a BGA Cyclone 2 (EP2C) with more logic than the 2C6 above, which is useful for development.
