Tested with Terminal > v1.9b 20041226 between two PC's, both with "real" RS232 serial ports. Well it doesn't work on the version I was using (20040204) so I downloaded a later one (20040714) from Harold's site, and it still didn't work - pressing in the text box gives a beep, but the TNC doesn't action the command. Then I tried 20060920B and that has added a box to the right of the text-entry box, marked "+CR" and with that set it works! But this version takes an interminably (!) long time to load. The older ones were slow, but this one is ridiculous. On double-clicking it there's about 2 seconds of hourglass and then nothing for about 2 minutes 20 seconds, then the window opens. I wondered if it was running at really low priority, so I shut down BOINC which soaks up all the spare cycles, and watched the Task Manager "Processes" window. Terminal.exe appears as a process but uses very little CPU time - the CPU monitor was plodding along at 2% for most of the time with occasional 4% blips. So what on Earth is it doing for 140 seconds? I can almost make a cup of coffee while it's loading!
