There is no points asking why there is no such utilities. There are many reasons. In this case, there is no general requirement to do this and the legal aspect is not clear. So I'd prefer a Linux hacker to improve gputils/sdcc/piklab/gpsim/pk2 than to do something strange like a SIM card cloner...
