I just did a quick check.  It's a remote terminal server.  The
terminal.exe starts a telnet session on port 23.  If you telnet in to
the port, it will relay any line it receives to the device on the other
end of terminal's serial connection.  Similarly any lines sent by the
device at the other end of the serial connection will be relayed to the
telnet client.
