Historically, as a nation becomes wealthier, population growth slows (in some developed nations today, it's a negative number). So I agree that instead of poking its nose into people's bedrooms to control the population growth, the government should instead focus on doing everything it can to improve their material well-being (in most cases, this simply means staying out of people's way).
