Most get brighter during their initial few minutes of on times, and some start out quite noticeably dimmer than "full brightness" or take a few seconds to turn on at all. I've been surprisingly happy with Ikea as a provider of CFLs. They're also one of the few manufacturers who actually bothers to design lamps to USE CFLs...
