My point is right there in that IRS doc:  "Your income, filing status, 
and age generally determine whether you must file an income tax 
return."  So not all US citizens are "REQUIRED" to file a return, 
regardless of where they live.  In fact, generally, if you don't owe 
tax, you don't have to file a return.
