For the situation you described (backing up OE/moving it to a new machine), 
I prefer ABF OE Backup:

To date, I used it about four times to move OE to a new machine. It's 
inexpensive, reliable, and very easy to use. It copies absolutely everything 
(including message rules and passwords).
