Inquiring mind would like to know ...

Taking the above as an example, what happens when multiple valid tags 
are used?
Is this sent to just the first or just the second group, or both?

And, if you do include a valid and an invalid tag eg

        [EE][RHUBARB]

What does it do?

Presumably it does send it to [EE]
What does the [RHUBARB] do, if anything.

Presumably a message tagged as

    [NOTAVALIDTAG]

gets sent to the "I'll take everything" people only.


What I'm trying to ascertain is both the technical effect of the above 
AND the effect if any on the admins of these things happening. eg a 
particular practice may have no effect on the software but still cause 
some sociological effect which makes the admins' job harder.
