Because it GREATLY reduces the (already miserable) efficiency of the TEC. More than 5%-10% ripple is not recommended. The available delta-T is reduced by a factor of: 1/(1+(ripple_current/dc_current)^2) Of course if the inductor is big enough you don't need an output cap at all, but an inductor that won't saturate or overheat at 10A DC will start to get large/expensive at higher inductances.
