According to the webpage, you can compile pcb for Windows with cygwin using cygwin's GCC, and the Windows port of GTK or Lesstif (I think cygwin will install all this stuff for you if you check the right boxes during setup). I've done the cygwin thing before, and while it works fine, it's usually easier to just install a Linux distribution that includes the desired program. I use pcb with OS X. The one-button mouse isn't ideal for PCB layout, however.
