If all you want to do is measure battery capacity then an electronic load may 
by all you need.  That's how I do it.  See:

Rated for 60 Volts, 60 Amps, 360 Watts.  But these come in many sizes.  I use 
an old laptop to program 1 minute at the current used by a transmitter then 9 
minutes at the current used by a receiver to test batteries that go into radios.
