Unfortunately border security personal are not allowed to use common sense. If they see something they don't recognize, or something that looks like something else, they will balk. I once tried to bring a radio scanner on my carry on. Despite my explanation what it was, my demonstrating how it worked, the lack of any "talk" button, and a manual stating what it was, they simply would not believe it wasn't a walkie-talkie. It looked kinda like a walkie-talkie, and they wouldn't budge from that meaning it was a walkie-talkie. The false sense of security this sort of "protection" produces is very worrisome to me.
