Regardless of why it carries so far, if you are hearing it a
few houses away, your local constabulary will almost
certainly issue a disturbing the peace notice for that sort
of thing.

If this is happening on a semi-regular (more than once a
month) basis, I'd suggest leaving flyers in mailboxes of
the other neighbors encouraging them to call the police.

After four or five instances of four or five calls on the same
house from different people, something will happen.

This is the sort of thing that needs to be nipped in the bud
to prevent a good neighborhood going bad.
