There was a brain drain in the sense that there were better conditions to make your brain work in the FDR (IMO of course), which is what people with a brain tend to want to do :). There was free education in both the GDR and the FDR. I don't think the education in the GDR was better, but for lack of distractions and possibly more discipline, the students may have been better trained at the end. (I don't think this holds for university; there the lack of modern technology in the GDR was probably a problem.)
