By the sounds of it the bearing is shot. Bearings like that aren't meant to be lubricated later in life, they are lubricated at manufacture and that's it. If it's not turning "as smooth as a new one" it's done. The torque and other forces involved in a starter motor will amplify any imperfection in the bearings.
