The primary thing that device does is withstand the initial explosion and then shield from fire. Both are the big problems with a Lithium polymer cell. Let me address the tape question however, tape is a BAD idea unless the adhesive is non thermoplastic. The issue is the heat will melt the adhesive and unbind the protective shielding. The structure of that system appears to be the following, a heat resistant layer that can withstand the temperature and not burn itself. Then an insulating layer and strength giving layer that doesn't blow out and stretch under lower heat and pressure from the exploding contents. The last appears to be sealing method might be adhesive or Velcro. I am not sure this type of thing will be helpful or not depends on the application really.
