I'd have to hear it, but I imagine a 4Hz pulsed sound would be a "buzz", or if that's too harsh for what it sounds like, perhaps a "purr" (like a cat). And I'd prefer "fast-flashing" rather than "quickly...", which sounds a bit quaint somehow.
