I'm not sure, but I think you are wrong. First, this is not a device, this
is a chip. It is not intended to be used by itself, and without additional
components it won't radiate. Second, I'm almost certain that a device
/based on/ this chip does require the manufacturer to get an FCC
certification (if this is what you meant by "license").

Your phrase above is not quite clear, in terminology...
