Then, if you turn on an RA line, all of the RC and RB lines should go 
low since they are pulled low through the LED's.  If you turn off the RA 
line, all of the RC and RB's should go high.  Don't know 100% if this 
will work - haven't tried it with a LED but I'd investigate this if I 
was doing something similar.
