I don't have links handy, but folks in the Ham radio community who own repeaters often do this and I've heard there's several ways to go about it. The software is probably free, and the interface can be as simple as a Radio Shack 8:1k audio isolation transformer, hooked between audio out and microphone in on the PC. Look up 'digital modes' in Ham radio for lots of other circuits, and maybe ask around at a few radio clubs for the software.
