An electronic DIPSwitch :-)
Too many pins per output bit..
And of limited use in modern real world systems as a processor will 
perform the equivalent task within a very short time after startup. 
The only areas I can see where it might be useful are processorless 
systems or systems where having a desired and system variable logic 
level present essentially instantaneously at power on is essential.
