That's an ex-circuit programmer. Unless you want to do production work (program 100's of chips) you will be betterf of with an in-circuit programmer. If you can get a PS+ for cheap check whether it has been upgraded. Without the flash upgrade it is limited to older chips, and the upgrade is not cheap.
