I don't know where to buy what you need in small quantity but I know 
where to get it for free.

When I need a small piece of FR4, I go to the local circuit board shop 
and ask if I can buy a piece or two from their scrap bin.  They usually 
oblige and let me take what I want for free.  I don't abuse the 
privilege and try not to go there more than once or twice a year.

If you don't have a circuit board fab house in your area, then it's a 
bit more difficult...
