It seems that there is an ultimate conservation of energy issue here. Sure, you can apply energy in some form to split water into its components hydrogen and oxygen, and you get energy back when you recombine them. But, you get no more energy on recombination then you originally applied, and, more likely, due to less than perfect efficiency, you get less. The article indicates APV Company Laboratory has "checked out" this amazing invention. A Google search on the phrase "APV Company Laboratory" only turns up this "news" story. A more general search on APV Akron turns up APV Engineered Coatings, formerly Akron Paint and Varnish. A search for hydrogen on their website turns up a tire lubricant. No report on their findings appears to be available.
