The negative voltage version of the venerable LM317 should do this, as you 
looking for only 15V drop. Another option would be a suitable 790x with the 
"ground" terminal jacked up by a suitable zener. In both instances some care 
may be needed to protect against excessive voltages in wrong places when 
powering down.
