That's them! Let's burn hydrogen to produce electricity to crack water to make hydrogen to burn! Woot! We're on a winner here folks! Now you can suck water out of the radiator and pour it over the engine block (alloy ones, of course) to make hydrogen. Warning - may void warranty :) Personally I think the only way to get a water powered car is to float one down a canal on a barge.
