Thank you for the suggestions. After further tinkering, we figured that we were probably running ours too hot (400C+), and it has some sort of thermal protection. This doesn't explain the behavior I described, though ("actual temp" display/"element on" indicator not changing despite the heating element cooling down). Anyway, it works just fine at 300C+, which should be plenty for our application. It looks like we just need a different nozzle to desolder the ICs.
